Culture: social fabric and internal force for development

Culture is a key element in the development process because it affects economic growth, social cohesion, creativity and innovation, and the environmental management and balance of different communities and societies.

In the past few years we have observed the growing interest of diverse international organisms in providing incentives for the cultural dimension in development activities, finding value in the growing cultural sector in an ever-more globalized society.
 
Since its creation in 1945, UNESCO promotes the necessary multicultural perspective of culture and its contributions to development, transferring this dimension to other international organisms that have incorporated culture as an area of action on their agendas. Culture is now defined, not as an accessory dimension of development, but as the selfsame fabric of society and the internal force for its development.
 
Within this framework, in many countries people are working to incorporate the cultural dimension into their development plans in a more intense and proactive fashion, with more practical and efficient formulas to carry out local and national policies that value the contribution of culture to development, and systems developed for follow-up and measurement of impact.
 
Cooperation between the Universidad Tecnológica de Bolívar and the University of Girona
 
In their cooperation in international development, donor countries define the development policies in the field of culture. And the partner societies, recipients of the assistance, appreciate the need to take adequate action in the field of culture. 
 
In this general context, and aware of the importance of the relationship between development and culture, the University of Girona—UdG, Spain—and the Universidad Tecnológica de Bolívar—UTB, Cartagena de Indias (Colombia)—signed an Institutional Collaboration and Cooperation Agreement through which they hope to channel processes for exchange and growth. This agreement functions through the Master’s Degree in Development and Culture and the Development and Culture Network coordinated from the UTB, and from the UNESCO Chair on Cultural Policies and Cooperation of the UdG.
 
As a result of this cooperation they sought assistance for this project from the Spanish Agency for International Development Cooperation, Aecid, within its Interuniversity Cooperation and Scientific Research Program, PCI-Aecid.
 
This joining of academic institutions seeks to consolidate actions and concrete knowledge exchange which translate into the design and implementation of projects, the fostering of professor, researcher and student exchanges, the organization of activities in the scientific and cultural areas, the formation of cultural developers and administrators capable of entering into contemporary processes of development and culture, and the expansion of the study of cultural policies as ways to achieve development.
 
In this framework the Ibero-American Laboratory for Research and Innovation in Culture and Development (L+iD) was founded and strengthened as a space where the dynamics of working through a network, research and innovation processes, and scientific cooperation and exchange all converge.
